Nico Nico Douga was that one place on the internet exclusive for the Japanese, so I bet they aren't too fond of having all their videos available for the already-dominating USAmericans. I have had an account on nicovideo.jp for some years now, and although it is hard to navigate there, it is possible. This site which ronelm did present us is of course much more user-friendly for Westerners.
