Who is this girl?!

I always see pictures of her with Patty and Hiyori, but as far as i know she doesn't appear in the anime. Here are some examples(according to VK, she's in the animation club with hiyori, hence the second pictur):

arent the girls (konata kagami miyuki tsukasa) in 1-F (somting like that) in the 4-coma when it starts? and then the next year (which would mean theyre in 2-E) yutaka and everyone comes in... so that means yutaka and her group is only one year below konatas right? which means that technically, when konata is in 3-B, then yutaka is in 2-? right?

You're correct that the manga begins with the main cast in their first year, but Yutaka does not enter the school until the main cast is in their third year, in both anime in manga.

So to answer your question, no.

Also, Ko's first appearance was in the manga. Not that godawful dating sim.

well she appears saying "so this is where im going next year" and then moves into the izumi household so... and their talking about her graduation like "oh did you have it already?" and the like so yutaka is going into school already but konata is still in first year so thatll mean when yutaka comes in, konata will be second year right?

It actually depends on when any particular book seller orders the shipment into their stores. It took me 8 visits to a different book and video store to find out none of them carried the last DVD of Lucky Star!

Because they exist in stores. You just have to find a store that actually does carry them. I don't see why they would release them in stores if no one was able to find them.
