I remember I read an article about the shrine of the Hiiragis being frequently visited. It's real and in 2007 the four VAs of LS and a bunch of otakus went there and prayed for the LS characters or something.
Visiting Lucky Star locations is the finest of otaku pilgrimming.

According to laws of inheritance, a child must have a 50% of genes from father side and 50% of genes from mother side (except cases cloning or incest). While now it looks like 100% of genes, which determine Konata's ouside appearance, came from mother size. What means Sojiro's genes must be the ones, which determine Konata's inside stuff. Like breast tissue development. So everything will be OK. Konata will have boobs at least as large as Yui's. She is just simply having delayed puberty. Said this herself @ episode 6 13:22

Actually, genetics-wise, Konata doesn't have much hope. Let's represent the gene for small height/flat chest as L. A lowercase l would mean no flat chest and normal height; an uppercase L would be a loli.

If we assume that Yutaka has the trait for small height/flat chest, we can assume that the gene has to be homozygous (meaning it has to be inherited from both parents to be present in an individual), seeing that Yui does not have the trait. That would mean Yui is Ll, while Yutaka is LL. This means Yutaka got the gene from both her mom and her dad. Yui only got it from one parent, and thus does not exhibit the trait.

Yutaka's mom happens to be Soujirou's younger sister (as stated in Volume 3, page 114, "Converging in Vermillion"). Since Kanata obviously has the trait for small height/flat chest (she was at least mid-20s when she died, and she never hit puberty), that means that Konata would likely be LL. Which means she will most likely never hit puberty.

Obbviously, this relies on the assumption that Yutaka has the trait and it isn't delayed puberty (which is even a further jump than Konata, since she's younger). And plus, this is fiction. However, I get the feeling that Yoshimizu-san won't ever let Konata and Yutaka grow a natural bust and get taller. If he did, though, that would be one hell of a plot twist.

Otherwise, there's always plastic surgery.

Its obvious that such explanation is totally invalid. Several different genes determine breasts tissue development. There is no single "loli" gene in human DNA. Very simplyfied formula should looks smth like this: Breasts size = basic amount of fat and glandular tissue in breasts (number of cells is much more important than amount of substance) X amount of estrogen and progesterone (and come other hormones) body produces X breasts tissue sensitivity to those hormones. So it must be a dozen or smth genes which effects boobs size. And that example with Yutaka is unrelated too. If Konata has delayed puberty - she likely is having it too. Also it was mentioned in the series that she was seriously sick for a long time, thus her illness could have disfigured her hormone balance.
Although I agree with that second "this is fiction" part.

Her father is just a unsuccessful article writer. Also he must take care of his homeless sis. Also they are spending all of their money leftovers for games and anime. And good plastic surgeons take a lot of $ for their services (especially for such hard cases like Konata's). So I assume that if Konata wont gain boobs in natural way, she will be doomed.
